Ontario’s New HST Rebate: What Ottawa and Clarence-Rockland Homebuyers Need to Know in 2026


The Ontario housing market has reached a significant turning point. As part of the 2026 Ontario Budget, the provincial and federal governments have jointly introduced a temporary but powerful tax relief program for home buyers. For a limited time, eligible buyers can receive a full 13% HST rebate on qualifying new construction homes representing savings of up to $130,000.

For anyone looking to purchase or invest in Ottawa, Clarence-Rockland, and the surrounding communities, this is one of the most significant financial opportunities to emerge in years. Here is everything you need to know.

What the Rebate Covers
The program works by combining relief on both the federal 5% GST and the provincial 8% HST portions, bringing the total rebate up to the full 13%. Here is how the numbers break down by purchase price:
   Homes up to $1,000,000: Full 13% rebate applies, for a maximum savings of $130,000
   Homes between $1,000,000 and $1,500,000: The $130,000 maximum rebate is maintained across this range
   Homes between $1,500,000 and $1,850,000: The rebate decreases proportionally, down to a floor of $24,000
   Homes above $1,850,000: The existing minimum rebate of $24,000 continues to apply
This tiered structure means that buyers across a wide range of price points from entry-level new builds to executive homes stand to benefit in a meaningful way.

Who Qualifies
Unlike previous versions of the HST rebate, this expansion is open to all buyers not just first-time homeowners. Whether you are a first-time buyer, a move-up buyer, a downsizer, or an investor purchasing a new residential rental property, you may be eligible.
The key requirements are:
   The purchase agreement must be signed between April 1, 2026, and March 31, 2027
   Construction must begin on or before December 31, 2028
   For primary residences, the home must be substantially completed by December 31, 2031
   For rental properties, the home must be completed by December 31, 2029, and a minimum one year lease must be in place at the time of application
   The property must be used as a primary residence or qualifying long-term rental cottages and vacation properties do not qualify

How to Claim It
For most new construction purchases, the builder will credit the rebate directly against your purchase price at closing, meaning you will not need to file anything separately. However, you should confirm this is explicitly written into your purchase agreement before signing.
If the builder does not apply the rebate at closing, you can apply directly to the Canada Revenue Agency using:
   Form GST190 for the federal portion
   Form RC7190-ON for the Ontario provincial portion
Applications must be submitted within two years of your closing date. The CRA typically processes complete applications and issues payment within approximately six weeks.

Assignment Sales: An Important Caution
If you are considering purchasing an assignment sale meaning you are taking over a contract from the original buyer rather than signing directly with the builder proceed carefully. The rebate eligibility on an assignment is based on the date the original purchase agreement was signed between the first buyer and the builder. If that original agreement was signed before April 1, 2026, the enhanced rebate does not apply to the assignment buyer, regardless of when you complete your purchase.
This is one of the most commonly misunderstood aspects of this program, and a costly mistake to discover after the fact. Always have your contract reviewed by a qualified real estate professional before committing.

Whether you use it to offset your mortgage, house a family member, or hold it as a pure investment, an SDU transforms a single-family home into a two-income property. Paired with the HST rebate, this combination is difficult to ignore.
